I think it’s a fuel economy thing.
At least I know my old Silverado had a section of the manual detailing how to remove that air dam for off-roading but that it would “negatively effect fuel economy.”
I think. That was a long time ago.

I am constantly surprised by the design choices that manufacturers make on their full-sized pickups. Thankfully, I will never need one.
